Scalers in JLAB discriminators: since DAQ and EPICS want those scalers and can reset them, Ben will try to implement 2 sets of scalers, and 2 FIFOs (small for EPICS FIFO and big for DAQ FIFO), it will solve all problems; reset or not will be optional		0.
